Risk assessment
A Risk Assessment must be undertaken, to comply with legal requirements. All
video location projects must have a named Staff Supervisor who will assume
overall responsibility for the project, and will not sign your call sheet until
satisfied that an appropriate and suitable Risk Assessment has been carried out
and a safe system of work devised and agreed. In many cases, the risk will be
minimal, but all aspects of the operation must be discussed between the Staff
Supervisor and the Project Director. This may include matters such as
electrical safety, terrain,and special clothing.
NB The use of explosives, fireworks, firearms or the use of boats must be
treated as special cases. Refer to Section F in the Media School''''s Safety
Procedures and Codes of Practice.In accordance with UK law, no firearms or
replicas may be used in connection with any production in the public domain.
Failure to comply with this regulation may lead to the arrest and prosecution
of the persons concerned. No special FX (e.g.,smoke machines, explosions,
pyrotechnics) are allowed without the permission of the Project
Supervisor A qualified demonstrator or other responsible trainer in the
relevant field must be present when this equipment is used.
If you are unsure what constitutes restricted materials, please contact your
School Health & Safety Co-ordinator who will be pleased to help, or put you
in contact with COSHH adviser.
The student Production Manager will be responsible for advising the local
Police Authority of all location details and completing the mandatory
Bournemouth University Risk Assessment document in advance of every location
recording.
Location
Always make sure you discuss your location details and Risk Assessment with
your lecturer and agree that you are both satisfied that everything has been
done to ensure your safety and the safety of others.
When recording on private property the student Production Manager, or
equivalent, must obtain written permission from the landowner and enquire of
the owner of any safety hazards. You must not sign an indemnity form for the
use of the property without consulting the University''''s Insurance Officer.
You must notify the nearest Police Authority of when and where you intend using
public land as a production location. (Forms for the Dorset area are available
from the Media School Technical Support Team Counter).
Care must be taken not to obstruct the highway, to disturb farm animals or
wildlife or to cause a nuisance or danger to any member of the public.
Outside Great Britain
All video location recording outside Great Britain must be jointly approved by
your Programme Tutor and the Technical Support Team Manager in the Media School
who are both required to sign your equipment booking form in advance of
travelling overseas. NB Great Britain does not include the Isle of Man, the
Channel Islands or Northern Ireland (thought that NI was part of Great Britain
and it was the Republic of Ireland that isnt?).
Students wishing to travel overseas on University business are required to
register on the All Risks travel insurance available from the University. This
is mandatory

If you intend travelling overseas with equipment, you will be required to
produce a Carnet, which is a document providing equipment details including
Make, Model, Serial Number, and the approximate value of each item of equipment
you will be carrying. You may be required to provide this to HMRC officers on
demand.
Declaration
When you sign an Equipment Booking Form you are confirming that you have
discussed and agreed with your named Staff Supervisor all aspects of the
production and particularly have drawn his/her attention to any situations in
which people or equipment may be put at risk. You are also confirming that you
have informed all participants of such matters and taken all reasonable
precautions to secure their safety. You are also confirming that you have
obtained all necessary clearance for recording and detailed all locations on
your call sheet and attached this to your Equipment Booking Form.
The Declaration is as follows:
I confirm that I have discussed and agreed with my Staff Supervisor all aspects
of the production, and particularly have drawn attention to any situation in
which people or equipment may be put at risk. I also confirm that I have
informed my crew and all participants in the programme of the above matters,
and that I have taken all reasonable precautions to ensure the safety of those
participating in the programme. I confirm that I have obtained all necessary
clearances for the recording of my project, that all locations are detailed on
the attached call sheet and that I have discussed with my Staff Supervisor any
likely problems. I confirm that during my production I will work in a
professional and responsible manner, following established procedures as
defined in the Media School''''s booklet ''''Safety Procedures and Codes of
Practice''''.
Section K - Lost, damaged and overdue items and fees
A lot of media work requires good organisation, teamwork and adherence to
deadlines. During term time our resources are in constant use. Scheduling of
equipment and facilities is critical, and the success of the loan system relies
on the timely return of borrowed items. Failure to return borrowed equipment
will deny other Students or Staff expecting booked facilities to be available.
If, for any reason, you are delayed in returning equipment or loan items by the
due date, please contact the Technical Support Team as soon as possible and let
us know (Contact details are displayed on the item identification sticker that
is applied to all our equipment). It may be possible for us to extend your
booking, or make alternative arrangements for equipment to be made available to
the next user, but it is important that you do contact us.
Under the terms of the loan agreement, the signatory for the loan is
responsible for all equipment borrowed (which is itemised in the loan
agreement) and must ensure its safe return to the Media Technical Support Team
for serviceability checks and maintenance prior to re-issue. Equipment must not
be sub-let by the borrower, or directly passed to another. Passing equipment
directly to another student or colleague will not be seen as a proper handover
of responsibility and the signatory for the loan will remain fully responsible
for proper and timely return of the equipment.
All items borrowed must be returned in the same state as issued.
Items of equipment which are returned damaged or which are irretrievably lost
will have to be replaced by the Media School which will require the signatory
for the loan to pay the full cost of replacement. Students are strongly advised
to take out insurance against such possibilities. Advice on insurance options
is available from the Technical Support Team in the Media School. Insurance is
compulsory where equipment is being taken outside Great Britain (see above)
Items returned damaged
Items returned damaged must be accompanied with a written report to the
Technical Support Team Manager.
Items lost or stolen
Any loss or theft of equipment must be reported immediately to the Technical
Support Team Manager. The signatory of the loan agreement will be required to
provide a written report, providing full details of the incident. The signatory
of the loan agreement should report any theft of equipment to the Police in the
area where the theft is thought to have occurred.
Any incident involving the loss or theft of Media School property will be
investigated by the Dean of School/Technical Support Team Manager who will
determine the appropriate action.
Late returns
Fees will be charged for late return of equipment. A written notification of
non-return will be issued to the signatory for the loan. Fees will run at a
daily rate from the post date on the notification letter up to and including
the day of return..
If any equipment remains unreturned 25 working days after the post date of the
notification letter, the matter will be passed to the Bournemouth University
Finance Department for legal collection of fees and cost of replacement
and any additional costs of the action and interest will be added to the
recovery total.
Students may be denied access to specific University facilities or an award (if
eligible) until all fees and monies due are paid in full. Your attention is
drawn to paragraph 2.8.2 or the University Rules which states:
Failure by a student to pay any fees, fines or monies due to the University,
within the time specified for such payment, may result in the student being
denied access to specific University facilities or excluded from the course.
The student will not be entitled, and may not be permitted, to sit
examinations, or to progress to the next stage of the course, or to receive an
award (if eligible) at the conclusion of the course, unless outstanding sums
due to the University have been paid.
Warning
Always be careful when using Media School equipment. Never leave equipment
unattended when in use and always store equipment away safely and securely at
other times. Take care to avoid damaging equipment, particularly with food and
drink.
